Maybe a few examples would help. This part seems vague, and left open to
interpetation. Like other vague things in Debian, this would mean we would
rather be safe than sorry, so more programs would be in non-us then would
really be nescessary.

This seems confusing. Why not use the language of dpkg, and say it with
depends, suggests, etc?
