        The policy is headed for woody, and we are now in deep freeze
 for potato, so it should not affect people there. 

        If indeed what you say is true, then why was this not brought
 out while the proposal was being debated?

        I am not sure. Which proposal is that, exactly? And who
 proposed it?

        Then perhaps it should be mentioned in the packaging manual?
 We really need to gut the packaging manual and remove things that are
 not policy, but required by the package management system. 

        Perhaps the way to do so is incorporate relevant sections of
 the packaging manual into the policy manual, and give control of the
 packaging manual back to the dpkg developers.

        We do need to define the line of demarcation between dpkg
 usage and policy.
