I see.  I felt that there was misunderstanding between
Branden and me but I could not find out what it was.

is the misunderstanding between us.

To tell the truth, I have not read this documents (perhaps
your contribution, isn't it?) so my understanding and terminology
of i18n is quite miserable.  I will certainly read it but
perhaps American and European people should read it :)
