Bug#53763: [AMENDED PROPOSAL] policy for packages providing X fonts

Here is an amended version of the proposal that should address your
concerns.

There are two changes from the original:

1) Added the first enumerated item.  X fonts must be split out into their
own packages, basically.

2) Asserted that "misc" fonts must not be mixed with 75dpi or 100dpi fonts
at all, instead of making this conditional on something.  This policy is
shorter and simpler.
