	I think James is claiming that he thinks this issue should be
clarified and this package just happened to be the first one that crossed
his desk that brought the issue into question.  And if some policy is
decided, then the other packages will also have to be brought in line. 
There would not be any inconsistancy in policy, it would just take a while
for the distribution to come into line with policy; this is normal.
