	I think we can live with a little duplication, until there is
 a split. This is also good for changing/expanding the meu package;
 the document can be changed by the author while the new behaviour
 evolves, and then offered to the policy group as a unified, stable
 patch. 

	Similar things may hold for other sub policy documents as
 well.
