	It also mean there is nothing put in there that makes security
 worse. /etc/skel is more accesible to packages than stuff in base
 files is. 

	Why don't you think root umask and root PATH are critical
 parts of system security? Oh, man, the explouts possible when these
 are not set to good values ...
