Thanks for the pointer. (I didn't have a hamm system around to look
this up on.)

Indeed. May I make some initial remarks ?
The document fails to say what the goals of the policy are.
AFAICT it fails to achieve the most important likely goal of such a
policy, namely that the (non)-existence of .elc files for a particular
flavour of emacs doesn't depend on the installation order.
I also note that install-time byte-compiling seems only to be
mentioned in the examples !
I should go and read the list archives.
