Almost everytime that we have a change of policy some previous user that knew
how to do something is affected and has to relearn something. This is yet
another reason as to why we don't want to change policy lightly. But when we
agree on policy, then lot's of users expect things to be that way and
therefore lots of them will be annoyed when they are not. 

I don't think policy should be "cast in stone" but there certainly should be
a stronger reason not to implement it.
