To me, that means the package that installs such a binary should use X11R6  
to refer to it all the time. After all, it means this specific binary.

A package referring to a binary from another package, OTOH, may (or may  
not) be better off using /usr/bin/X11, if it doesn't absolutely need a  
specific version.
