Then what about the Debian user who expects to find a
/usr/package/changelog.gz in any package he installs? The Debian Policy is
about consistency between Debian packages, not about consistency between
Debian and upstream sources. If there is to be consistency between
packages, every package has to have a /usr/package/changelog.gz (and a
/usr/package/changelog.Debian.gz, for that matter), just like it has to
have a /usr/package/copyright. I don't care if changelog.gz is a symlink
or not, it just has to be there so that I can do 'less changelog.gz' and
view the changelog (all this IMHO, of course).

Just the view of a user who always thought Debian was the best
distribution because it is so consistent,
