More directly, it clearly violates DFSG #1:
The license of a Debian component may not restrict any party from
selling or giving away the software as a component of an aggregate
software distribution containing programs from several different
sources. The license may not require a royalty or other fee for such
sale.
Such a restriction would prohibit the inclusion of the package in the
commercial Debian distribution CDs that are sold by various vendors. Even
apart from following the DFSG in general, Debian also promises to such
vendors that they can press CDs and DVDs of Debian main without having to
check licenses for things like this. It would definitely make the
software non-free.
