I'd resort to the original upstream source. The URL should be noted in 
the copyright file you looked at. I followed that to 
http://ftp.gnome.org/pub/GNOME/sources/gnome-icon-theme/2.24/gnome-icon-theme-2.24.0.tar.bz2

In that tarball, there is an AUTHORS file. There are no years, 
however. This is not critical, as the years of copyright are implicit. 
They are very nice to have, but not mandatory.

In the analogous file on Debian (using the experimental package) 
clearly states copyright, including years. I guess these are deduced 
from upstream changelog.

My recommendation is to get the art from its authors and use the 
copyright/licensing information available there.
