It just occurred to me that this might have been my doing. I built some of
the packages that weren't in the Debian archives from CVS source and then
svn-injected them. I also tagged all the packages accoriding to their
latest version in debian/changelog. I might have tagged a few too many.

Joachim, do you have a list of packages that aren't in sid but are in the
repository?
