Well, I don't know, but I have no way of removing that, I presumed that
the project would be removed automatically when it was denied... 

There is nothing that I can do through the alioth interface.

I see two options
1) registering the project as "debian-perl-group" (weird)
2) contacting alioth admins about this issue (boring)

I'm contacting the admins to ensure the denied project is removed so you
can create the project with the "debian-perl" name, but feel free to use
the first option anyway.
