The packages exist in jessie:

   https://packages.debian.org/jessie/libgl1-mesa-swx11

but do not in stretch.  They do exist in sid:

   https://packages.debian.org/sid/libgl1-mesa-swx11

but only for exotic architectures (arm64, m68k, powerpcspe).  So I think 
that the Build-Conflicts is not necessary.
