fwiw, the above hexadecimal string is not a full OpenPGP fingerprint
(it's also not an OpenPGP long keyID or an OpenPGP short keyID).  It
appears to be the final half of this fingerprint (which is indeed signed
by Bdale:

Tim, a quick followup message confirming (and including) the full
fingerprint would be great to have on this thread for posterity.
