The reason is (apparently & IMHO) the NM process itself. Many people are
complaing, many people want to change it, some say it has been improven
already, but I think a radical change is required. 
It's academic to think about changing the NM process when not all involved
parties are willing to do so. Some are happy with the status quo and so
nothing will change (nor improve) at all, basically. 
And it's even less what NMs can do theirselves to improve the process. It's
just broken by design in my eyes. Really, a public department is faster in
processing requests. 

I won't comment any further on this issue because I believe it's wasted
time, when I'm not explicitly asked to do so. 
I'll sit here silently and wait for some more weeks/months and watch the
whole situation until I'll decide to withdraw my application or not.
