doudou (Sylvain Joyeux) is no longer active. Andraz Tori is
the new buildmeister. If you want something current, it's here:
deb http://www.kiberpipa.org/~minmax/cinelerra/builds/sid/ ./
Andraz builds for Sid, however.

We are working on it. I talked with the Debian maintainer who
packages xmovie, libmpeg3 and quicktime4linux at Debconf³. He
would like to package Cinelerra, too. I encouraged him to stay
in touch with the unofficial Cinelerra CVS:

The author of Cinelerra is too busy, and not very cooperative.
So we created our own CVS. Several of our patches have been
merged into the upstream release already. And only we build
Debian packages, as far as I know.
