cdn.d.n host not accessible (kassia.d.o doesn't answer)

I noticed that from here, cdn.debian.net isn't HTTP-accessible when it
points to kassia3.snt.utwente.nl (aka kassia.debian.org).

As nmap quickly reveals, (at least from here), kassia doesn't have any
80/tcp port open:

$ ping -c1 cdn.debian.net
PING deb.cdn.araki.net ( 56(84) bytes of data.
64 bytes from kassia3.snt.utwente.nl ( icmp_req=1 ttl=55
time=36.9 ms

--- deb.cdn.araki.net ping statistics ---
1 packets transmitted, 1 received, 0% packet loss, time 0ms
rtt min/avg/max/mdev = 36.997/36.997/36.997/0.000 ms

$ HEAD cdn.debian.net
500 Can't connect to cdn.debian.net:80 (connect: Connection refused)

Is there anything I can do to get that solved ?
