When client IP address locate in 128.59.0.0/16,
cdn.debian.net reply 128.59.59.71.
I don't know 128.59.0.0/16 is enough or not enough to cover columbia.edu.
Actually, I picked this CIDR block according to whois DB.
$ whois -h whois.cymru.com " -v 128.59.59.71"
