Hi David,
Do you want to upload to mentors for someone else to review and upload
your package, or you have already upload rights?

Assuming you have a "mentors" section correctly configured in your
/etc/dput.cf, try
$ dput mentors tomboy-ng_0.35-1_source.changes

[mentors] has mentors.debian.net
