Truly, tpu can be used for any RC bug.  However, I was referring to:

  3. fixes for severity: important bugs in packages of priority:
     optional or extra, only when this can be done via unstable;
"""

Btw, there is a caveat here for people maintaining libraries.  A new
version of a library in unstable can prevent other's package from being
able to migrate via unstable.
  Anyway, awstats have no rdeps, so the caveat does not apply here.
Just mentioning for your (and people on d-mentors@l.d.o) information.
