I think I'll just generate it in postinst so that it's always available.
It doesn't take that long to do.

It's actually not mentioned in locale(5) at all, at least on my system.
(Or in locale(7).) That was the first place I looked. It is mentioned,
but not defined, in environ(7). Thank you!
