You should file  an ITP in the  BTS. You will not be  assigned a mentor,
you  need to  ask here  for each  question (until  you succeed  or until
someone  helps  you  privately).  To  file  an  ITP,  look  at  the  new
maintainer's guide:

You can.  There is also  a draft Ruby  policy that you can  (and should)
follow:

When you will hit Ruby specifics,  you can crosspost on the mailing list
