Acknowledged, with some other changes to the package:
- delete /etc/pacpl/modules
- add pacpl.install to create two subdirs in /usr/share/doc/pacpl:
  + modules/: sample module and readme file
  + pacpl-gui/: kommander gui and readme file
- add README.Debian to explain where to place the user modules.

No specific reason, just my usual license for all of my packages (except
perl modules). There is no problem to conform with upstream choice, so I
updated license to GPL-3+.
