Right. This was added in 1.4.7-2. The previous Debian versions didn't
have it because when im-switch settings were first added, scim-qtimm
package didn't exist. Then there was etch release. It probably should
have been added immediately after etch release, I just forgot about it.

I have absolutely no problem with that. Im-switch setting, being a part
of the alternative system, is always for system admin to change. And
debconf question is a good way to do that.
I am curious about how you are going to set im-switch though. Are you
going to set them just for several specific languages? Or are you going
to set the all_ALL (pseudo-)locale setting? Or is there another way to
set it for all languages that I don't know?
