IMHO there is no "right" decision you could make. I personally prefer to
build manual pages offline (and hold them under VCS too), so they don't
need to be created during build time. But I put the target to create
them inside debian/rules to ease re-building them. You could do the
same, but do not depend on the target during build time then.
