you are correct in your understanding of 2. and that is why I removed
all those httpd.conf touching lines from jsmath.postinst ;-)
1 and 2 are still in gallery's postinst script
though which I took as a starting point for my .postinst

yes, but httpd.conf seems to be a configuration file which is not a
conffile (since it is generated/maintained by postinst script), so
it seems that it doesn't violate the policy to modify it or at least
this is how I understood it... i can be wrong
