It's definetly not feasible to make so many packages insta-buggy for something that only really has utility for upstream Makefiles. Any Makefile that uses the Debian specific pkg-config stuff will fail utterly on any non-Debian distribution. As far as Debian is concerned, it's quite trivial for the rules file to set the include paths correctly; thus there's no real advantage for Debian to use pkg-config if upstream isn't already using it.
