My understanding is that you need to tighten your Build-Depends to make
sure you build against a -dev package after transition.  Looking at
fltk1.1 changelog, I think you need Build-Depends: libfltk1.1-dev (>=
1.1.6-6).

I believe that's what fEnIo meant.
