How about the FOX solution (apt-get source libfox1.0):
define build-deb
  dh_testdir
  dh_testroot
  dh_installdocs -p$@
  dh_installexampless -p$@
  ...
endif

package1: build
	build-deb
package2: build
	build-deb
...
