Because it's surprising to ship files that are only needed on some
architectures and not to use the normal mechanisms for handling things
that vary between architectures unless you're Architecture: all.

Ship 'em in /usr/share/doc/<package>/examples then? That's fine, just
keep the configuration file handling as simple as you can.
