All the time it should point to one console editor or another (since
there is at least one that's required), but it is theoretically
possible for it to point to something else.  Console editors are given
priorities from 1 to 100 (there's a list somewhere as to which gets
what). X editors get priorities in the negatives, but still could be
/usr/bin/editor (and could be set that way in /etc/alternatives if you
so desire).
