htscodec has new upstream location

Hello,

htscodecs is now distributed next to samtools, and with the new location
come quite a few new versions. It is now at 1.0. It compiles for me, but
@Michael, please kindly confirm that I have not messed this up.

I needed this update to compile 1.12 of htslib. which again is required
to compile bcftools 1.12.

How far away is our release, still? Is it worth the effort to squeeze
this all in? Not with anything that has as many reverse dependencies
like htslib, right?
