Seems I was just missing the d-shlibs dependency since building without
pbuilder - my bad. Change is perfectly OK.

I guess you needed this due to an older version of d-shlibs. Since
there is no harm done I'll leave it in to reduce maintenance effort. I
have files a bug against d-shlibs to include libpopt-dev and
libprotobuf-dev which will enable us to override these substitutions
later.

I think I'll check out from upstream Git and add it to debian/ dir
for simplicity.
