Format specification of debian/upstream files (Was: Status bibref gatherer)

I hope that my Git push now hit the repository.  I'll meet some DDs at
the weekend at Chemnitzer LinuxTage.  Charles, it would help if you
could enlighten me about the potential problems the current usage of
hashes and arrays might cause.  There is some chance for face to face
discussion here and I would love if we could settle with some agreement
in a not so long time frame to finally get rid of the longish tasks
files by moving the references to debian/upstream.
