Even if the bug you suggest exists (can't test now and it worked last I tried), it is still wrong to fetch, even without force. It's unfair to small translation teams to put stuff on their list. The fetch will fetch if it's still TODO, the description may have changed since it loaded into the DDTSS. Remember, the DDTSS currently is *not* connected to DDTP in any special way and cannot see changes in descriptions. Also, someone translating it in DDTSS and waiting for review does not* *count as "already translated" and it will fetch again, for the reasons stated above. Anyway, at Extramadura we've solved the worst of the problem, but fetching of any kind by a robot like this is wrong, no matter what. I have a patch which will solve the problem, once the i18n server comes back online.
