in short:
get http://ddtp.debian.net/debian/Translations.tar.gz
cal the md5sum from the english description and use the translation in
the files.
The format is like this:
! Package: 3dchess
! Description-md5: c8da6105051b2cae45e59fac61bb2a2a
! Description-de: <translation>
! <translation>
