You will need the box connected to the internet to resolve
deb.debian.org or any other URL for the matter.

If you need packages installed without an internet connection you will
need to have apt scan the DVD's using: 

apt-cdrom add

Which will ask you to insert a CD/DVD and it will then make an entry in
your /etc/apt/source.list

In the future it will tell you what CD/DVD you need to insert for the
package and dependencies to be installed.
