Sorry for the late answer, I just re-opened #614713 [1]. See my report
for details.
Other than waiting for a fixed package or copying the certs file, you
could stop cupsd during the build. This causes lpadmin to fail instead
of asking for a password, but that failing already is catched within the
postinst script. (and - shouldn't it exist - you probably won't need the
cups-pdf queue from within the chroot anyway)
