iirc xen hypervisor uses multiboot and syslinux does not support that
so you can boot xen linux kernel (because it can run on bare hardware)
but you cannot boot the xen hypervisor and the xen linux kernel on top
of it.

I'm not sure building xen live systems is even supported but it should
not be hard to add should somebody feel the urge to build such
systems.
