Ask Mattia for details, he told me :) The debhelper documantion now actually mention that feature, in debhelper(7), section COMPATIBILITY LEVELS. I am basically doing that change pretty much in every package I touch, but the limits are mostly on backport costriction (Ubuntu xenial(-backports) doesn't have a new enough debhelper, but Debian stretch-backports does), and in case of very odd packages as it doesn't support architecture and build profiles restrictions.
