Bleh -- I'm really sorry.  While this is actually surprisingly relevant
for the thread to which I mistakenly appended it, I actually thought we
were discussing a completely different patch (the duplicate Section patch,
for the record).

I don't personally have a problem with this patch and am willing to commit
it, specifically because it can catch cases where people are uploading
packages to the wrong distribution.  Given version number styles in
Debian, I think the chances are fairly good that someone uploading a
-1lenny1 package to unstable didn't intend to do that and was actually
trying to upload to t-p-u and forgot to change the changelog.

Very sorry about the confusion.  I'm clearly only reading mail with half a
brain right now and will try to take more time and pay better attention in
the future.  :/
