The problem here is that we encourage people to cut and paste *verbatim*
the upstream copyright notice.  It's not at all unlikely that such a
notice will have a (C) without a Copyright, but in that case, we don't
want people editing it.  They may need to give a full copyright notice
elsewhere (although frankly even that is rather murky, and it's certainly
not legally required unless the license says it is), but they shouldn't be
changing the upstream notice.  And this is definitely not something they
should be bugging upstream about, IMO; that just makes Debian look silly
and pedantic, since an explicit Copyright notice is not required in any
Berne signatory state.

If it's left over template material from dh-make, then I can certainly see
warning about that using the template warnings that we have elsewhere, as
long as we're specific enough not to give false positives for the above
case.
