You are wrong. There are systems like Mole for lisps which
transform the source to render part of the documentation.

I'd be surprised if none of doxygen and similar systems parse
non-commentary source.
There are also other interesting border cases like GNU hello and
postscript. I hope these can be catalogued in the FAQ under a
question "What are awkward examples for dividing documentation
and programs?" or similar, along with Postscript and others.
