It doesn't create the dependency -- it just forces us to recognize their
contents as software.
The dependency comes in where the driver won't produce useful results
without loading the firmware.
The details of how this dependency exists are different from a command
line invocation or a shared library reference or an interpreted script
requirement, but that's an architectural issue, not a package management
issue.
