Well, basically yes, in that "contributory infringement" is about
declaring that copyright is being violated as the result of someone's
actions.
The idea is that if lots of people engage in minor copyright violations
(which taken alone wouldn't be worth bothering with) because of the action
of some other individual (or group), that's contributory infringement.
However, depending on the circumstances, a significant possiblity of
infringement may be enough.
