Yes, xset is an X thingy.  However, you might look a little lower
level; it was pointed out to me the other day that setterm has
"powersave" options.  Take a look at the manpage.

fwiw, I'm on a Dell i4k, and I just noticed last night that once I
installed the stock 2.4.18-1-686 binary kernel package, my display
does turn off.  I use apm as I doubt acpi is aware of this machine.  I
haven't seen a compelling reason to re-compile yet but I imagine that
will come eventually.
