Yes, I understand there is a debian-specific location. If you look in pcmcia-howto,
     2.5 Notes about specific Linux distributions
        2.5.1 Debian

will tell you that New packages use /etc/default/pcmcia for startup options; older versions used /etc/pcmcia.conf for this purpose.
